First 5 Santa Barbara County’s Steps to Quality Program (STEPS) offers technical assistance and financial support to selected early care and education programs interested in working on quality improvement efforts. The project offers support to center based early care and education programs. Programs advance through the quality improvement steps by using Environmental Rating Scales ,Program Administration Scale and NAEYC  accreditation standards. The project provides one on one technical assistance and support, on-site visits, individualized program improvement plans, and funding to assist programs with targeted quality improvement.
