Evaluation Overview

 

First 5 Santa Barbara County is dedicated to giving every child in Santa Barbara County the best possible start in life. For the past four years, we have served to fund local services, bring diverse organizations and community groups together, and facilitate systems change-all with the goal of improving the lives of young children and their families. An integral component of this work is evaluating the impacts of our policies and funded programs on the community.

The Commission has identified the following guiding principles that are particularly relevant to the evaluation process. We are dedicated to:

  • Defining desired results for children and families and documenting the progress towards achieving them to ensure accountability and effectiveness; and
  • Engaging in an ongoing dynamic and evolving strategic planning process to meet the changing needs of our communities.

The Commission supports an evaluation framework that (a) focuses on results for children and families from diverse backgrounds with diverse abilities, (b) provides information about recipients of services, the services they receive, and the outcomes they achieve, and (c) minimizes the burden placed on agencies. Through this process, the Commission is committed to ensuring positive outcomes for children and their families by evaluating program impacts.

The UCSB Evaluation Team

The Commission has partnered with researchers at the Center for School-Based Youth Development (C4YBSD) in the Givertz Graduate School of Education at the University of California, Santa Barbara (UCSB) to provide evaluation consultation and support. UCSB was a natural partner in this endeavor based on years of prior involvement in community-based collaborative projects and publishing the Children's Scorecard.

Pathways to Success

Pathways to Success: An Evaluation Strategic Plan, represents another step toward the Commission's commitment to ensure positive outcomes for children. This document builds upon the work of the Strategic Plan 2002-2005 by (a) presenting the Commission's underlying theory of how these outcomes will be achieved, (b) providing a detailed structure of goals and indicators, and (c) specifying expectations and procedures relating to evaluation.

Guidelines for Developing an Evaluation Plan

These guidelines were originally developed as a resource to help prospective applicants develop evaluation plans as part of earlier Requests for Proposals. They contain background information about evaluation, questions and worksheets to help you plan an evaluation, and information about how to access additional resources and technical assistance. They are based on a simplified "logic model" to help programs systematically progress from general goals to concrete elements to include in the plan.
