Question:
Will the funding provided by First 5 Santa Barbara County Commission entail only funding of services directed at providing an in-home universal visitation for newborns program or could the funding be to also provide the for the coordination of targeted case management?
Response:
The intent of the Commission’s RFP is that both models be an option so long as the model includes Universal Home Visiting that has a duration and research-based basis to assure the monitoring for significant results for all participating families. In particular, there is a strong desire to integrate the services of the Newborn Home Visitation Initiative, Welcome Every Baby, with services provided by the Commission’s other funded initiatives in an effort to reduce program duplication, assure a continuity of care, and maximize the use of Commission dollars. The Commission continues its commitment to a universal home visiting program and envisions this new phase of the Newborn Home Visiting Initiative, WEB, as one which includes a universal model that can include the ability for targeted case management either internally or through a defined collaborative referral process.
The Commission values the role of targeted case management in the design of a universal home visitation program. Moreover, the Commission would like to be assured that families needing greater assistance can be triaged to programs designed to provide that appropriate expertise and concentration of service. It is anticipated that targeted case management can be provided internally within the universal home visitation model and/or through established professional referral and follow up procedures and protocols with outside programs.
The home visitation model should be built on the strength of the partnerships like Marian Medical Center’s Home Visiting Program and other hospitals and targeted services, so that families will have the benefit of nursing and child development support following the delivery of their child.
